Mexico Safe Online is looking for a local market consultant
Applications close on Friday, October 9th 1700 GMT
Evidence suggests that one in eight adolescent internet users in Mexico experiences online sexual exploitation or abuse in a single year. That is an estimated 1.6 million adolescents, with girls disproportionately affected. Awareness is growing, but institutional responses are still fragmented and inconsistent. In practice, that means delayed intervention, longer exposure to harmful content, re-victimisation and unequal access to support.
Mexico Safe Online is our attempt to close that gap. Led by the Frontier Tech Hub, funded by the UK's Foreign, Commonwealth and Development Office (FCDO), and delivered with Mexican public institutions and specialist civil society, it is building a coordinated, survivor-centred national response that other countries facing the same threat could learn from. The programme runs to March 2027 and combines institutional engagement, a portfolio of piloted tech solutions, and evidence that should hold up well beyond Mexico.
To keep that work grounded in how things operate on the ground in Mexico, we need a local consultant with deep contextual knowledge, an existing network, and the ability to bring a wide range of stakeholders together and make sense of what they say.
What you'd do
You would start by finding out what institutions and partners care about, including the things people only say off the record, and use that to test the programme's thinking against the pain points partners feel. You would map the stakeholders who matter, from public institutions and law enforcement bodies to specialist civil society, along with the level of seniority needed to secure buy-in. You would introduce our pilot partners to the right people so they can test their solutions, and give our call documents and investment proposals a critical local read, advising on the regulatory and operational realities that should shape the experiments.
You would also convene. That includes learning events, a workshop to launch the selected portfolio, simulations with Mexican institutions, and a final workshop to present what we've learned and build a roadmap together. Working alongside FCDO Mexico, you would bring government representatives and other stakeholders into the room, facilitate the conversations, and play back what you hear to pilot partners and the Frontier Tech Hub team through synthesis notes and regular updates to the programme lead and FCDO Mexico's Senior Responsible Officer.
Who we're looking for
Someone with a well-established network across Mexico's institutions, law enforcement and civil society, who already knows what seniority it takes to get buy-in. You know the online child protection field and the main issues affecting it in Mexico, and you have convened Mexican government representatives alongside international partners before. You facilitate well, can synthesise a messy set of conversations into something a programme team can act on, and can own a workstream while working closely with the core team. A basic understanding of technology and innovation processes is enough, along with a view on how technology can help in this space.
