The Challenge
Local governments in the Philippines are beginning to develop local health information systems – such as patient registries and vulnerability profiling for senior citizens and people with disabilities – but these are not integrated into hospital and emergency response systems. The common practice requires numerous instances where the same patient information will have to be recorded on paper. Issues in incomplete citizen registries, identity authentication and incompatible information systems hinder the social inclusion of marginalised groups, indigenous peoples, informal settlers and refugees which limits their opportunities and access to resources, such as basic health services and social insurance.
The Idea
This pilot will develop a hybrid platform, merging a social vulnerability assessment and Digital Triage technology. The social vulnerability assessment includes four main elements – interoperable local information exchange at the community level, an online data authentication platform, scoring system for classification of vulnerable groups and prioritisation of vulnerable individuals for social inclusion in social development programs and decision-support systems. Digital Triage is a technology that was designed and developed to automate the categorisation of patients coming into the hospital emergency department to assist clinicians in identifying the most appropriate care setting for a patient before and/or upon showing up in the emergency department.The Digital Triage technology speeds up and improves patient profiles to assist in the delivery of appropriate health services to the patient and increase the interaction time of clinicians with their patients. Through the digitisation, automation of the patient profiling and ranking of socially vulnerable individuals and groups, this hybrid platform aims to streamline the delivery of basic social services and increase access to these services for vulnerable groups in the Philippines.

By her own admission, Liz Bautista is a bit of a geek. Early in her career, she had taken supplemental courses on robotics, coding and data analytics simply because she was interested in how those technologies might supplement her interests in governance, public policy and development.
