Invitation to tender: AI/Machine Learning-based system capable of predicting forced displacement in near real time

Is it possible to develop an Artificial Intelligence-based system to predict forced displacement in near real time? We are looking to contract an individual(s) or organisation(s) to work closely with the FCDO to see what’s possible. 

We know that more timely and more accurate displacement data has the potential to transform the targeting of humanitarian aid and deployment of staff. We want to explore the use of Artificial Intelligence-based models applied to live data sources and proxies for behaviour to predict displacement. 

With this information, the team is looking to explore how the data and insight produced could be used by the UK government and its partners to improve the targeting of humanitarian aid and deployment of staff. 

We encourage applications from consortiums or groups of individuals bringing their skills together to meet the needs of the pilot. We envisage that the applicants will have a deep understanding of the challenges of predicting displacement flows in different contexts, and experience of AI/machine learning methods. The aim of the project is to develop a proof-of-concept system within a limited geography, with potential to scale in future.
